Appearance: Human, 1.8m, dark eyes and olive skin and wavy dark hair (usually styled), clean shaven

Item - A not-yet-magical cellphone that doesn't seem to match any specifications of modern technology

Memory - Finding a skeleton (his brother?) sprawled over a wooden sentry station (asleep??) in a wet cave full of glowing flowers and mushrooms and things, lecturing him, and seeing the skeleton look up with a (perpetual) grin and a wink.

November 2018 - (Annoying Dog) - 7th Echo - Approval

Memory - Hanging out with the very recently ex-serial killer human, when the Annoying Dog interrupts their hangout to pull a heist on his sink bones

Memory - Resting in bed, not quite asleep, when the Annoying Dog burrows into his bed with its very cold feet

February 2019 - (Tsunami plot) - 8th Echo - Approval

Memory - Talking with a neighboring sentry (bipedal and furry??) on his way towards his own sentry station, through trees and snow, sharing complaints about his brother's latest shenanigans

Power - Blue bone magic

March 2019 - (Mother's Day Gifts) - 9th Echo - Approval

Memory - Feelings of familiarity (exasperated comfort) with the notion that people can teleport and prank him

Memory - Talking with his brother (the skeleton, again) who was SUPPOSED to be at work far away and who reassured [Russell?] that he actually was at work (only possible if he was teleporting back and forth)

April 2019 - (Easter Rabbit Wrangling) - 10th Echo - Approval

Memory - The knowledge that Papyrus regularly chased a small rabbit monster child around Snowdin, though not details of specific times doing so.

Item - A lollipop from the Snowdin Inn, run by another rabbit. Being monster food, a human would absorb it instantly on eating it, and be able to heal a minor injury.

June 2019 - (Disapproving Dormouse) - 11th Echo - Approval

Memory - The memory of when Empress Undyne appointed Papyrus to be The Most Important Royal Position, a plainly made-up position with an impressive title and the responsibility to "stand around and look cute," rather than admit him to the Royal Guard.

Trait - The trait where he connects dots in somewhat odd ways, ignoring cause and effect and taking somewhat superficial details to extremes.

• Like pasting cardboard muscles to his arms and putting sunglasses on them - to make a cool selfie that'll convince someone to become friends with him.
  
• Or creating a lopsided cardboard sentry station to make a pun - instead of a professional-looking station for the sake of getting promoted.
  
• Or making spaghetti that looks photogenic but tastes horrific - because if aged alcohol is better for spending time aging in an oaken cask, then so is aged pasta.

January 2020 - (Coordinating Cave Retreat) - 12th Echo - Approval

Memory - The memory of Snowdin's retreat from the murderous human, of settling in to confront the danger and encouraging the monsters who passed by in search of safety, planning to meet up with them again

Trait - The particular mix of optimism and stubbornness necessary to hold his ground and face someone dangerous in hopes they'll choose not to be if he shows them the way

January 2020 - (Giant Mouse Exploration) - 13th Echo - Approval

Memory - Making a costume with his brother, a good day of working together on something and looking forward to a party

- Older sister is living near London right now, and expects Russell to visit over the holidays (she's not going to be impressed by how vague his stories of life lately are, what with the outside-the-boundary amnesia)

Complete and Utter Minutiae
- Russell would say "soft drink" or "soda", but Papyrus might say "fizzy drink" for that simultaneous childish/old-fashioned tone, he's whimsical that way
- Russell, "mum" - "mother" when they're fighting :: Papyrus, "mother" by default
- His natal chart (New Romney was my guess for approximate RL parallel)
