Personality:
Papyrus is a boisterous person, the sort who would talk in all capslock if life were a video game, or had subtitles. He embodies a stark mix of being self-absorbed enough to focus on himself first and foremost, yet caring enough to drop (the easy path to) his longterm dream for the sake of a brand new friend.

When things don't work out as he planned, Papyrus is quick to blame others. He complains about Sans with every problem with the puzzles along road in Snowdin Forest, whether the puzzle in question is one of his brother's or not. His lack of progress joining the Royal Guard is due to it all being a popularity contest, making it other peoples' faults for not being friends with him. Yet he is willing to claim credit for his successes, saying they're due to his hard work or innate awesomeness.

He's confident enough to be unafraid of mistakes with things like cooking, or building a sentry station, or making puzzles, because he's sure he can keep going past failures and improve until he succeeds. But when it comes to people, he's lonely enough to carefully follow the rules of what you 'should' do, and worry about breaking those rules. Sometimes. In the middle of a date, he openly references a dating guidebook to be sure he's doing things the right way. But, for the sake of fairness, he reads the steps aloud so they can both be on the same page. It wouldn't occur to him not to share the guide, or the solution to a difficult puzzle, when he wants both participants to enjoy it. He always wipes his feet and brings a gift when visiting a friend, yet has no hesitation in inviting another guest along without permission. His desire to make his friends be friends with each other trumps any concerns about bringing along a friend's attempted murder victim.

Somehow Papyrus has the insight to know to push himself to get up after every failure, to believe the best of himself, but not to realize when he's projecting his feelings on others. Frisk, he concludes very quickly, must enjoy puzzles like he does. They must be very lonely and sad, like he surely isn't. And so on. Papyrus is very quick to behave like others must think and feel the same way he does, to ascribe all kinds of reasons to their actions based on what he would do in their shoes, and even tell them so. But, that also means he projects all his self-directed kindness onto others. He's quick to push others to believe in themselves like he believes in himself.

Perhaps it is because he wants to believe in others, and puts a lot of effort into being kind, and pleasant, and comforting, even though he's too self-absorbed to be very successful with any of these things. Maybe it's because, like Undyne before him, Papyrus is very concerned with 'fairness'. Whatever his reason, Papyrus will not kill anyone. For any reason. He has fine enough control over his magic that he can stop mid-attack to leave an opponent alive, an ability no other monster demonstrates.


☆INTERSTELLAR
Chosen Powers:
(30 MP) WHITE (AND BLUE) SKELETON MAGIC
All Undertale monsters can summon projectiles of magic, made from their emotions and soul, that persist after the battle if they like. As a skeleton, Papyrus' are shaped like bones, and he keeps a box of ex-attack bones in his room. He has enough fine control to spell words with them in the heat of battle, as well as stop mid-attack to avoid doing lethal damage. White hurt upon contact, blue hurt only if his opponent is moving.
Because their attacks come from the soul, and monsters are made almost entirely of their soul, prolonged battle can be dangerous. A sufficiently weakened monster, who's no longer willing to fight and offering to spare their enemy, can die in a single blow.
(30 MP) GRAVITY/MOMENTUM MANIPULATION
Papyrus makes the player 'blue', seemingly increasing the pull of gravity on them, so he can subject them to a jumping puzzle mid-combat. Canon hints that he held back on the player, and that he has the same basic skills that his brother displays in the genocide run. That would mean he can also (temporarily) adjust his opponent's momentum so they "fall" up or to the side.
Additionally, Papyrus is shown pulling a few weird stunts that seem physically impossible. I headcanon that he knows how to use his 'blue' power on himself to jump in midair and slide around in improbable ways. Inspired by this post.

Relevant Skills: He functions perfectly well on little-to-no sleep, and is a really terrible chef.
Character Goals: To rescue his brother Sans! And, of course, to help keep up Frisk's morale. They've been out in a strange place without the great Papyrus to support them for too long!
